ISSUE-199: What URI does getURI() return?

It is unclear what the absolute URI of a component is. At run time a component has a structural URI as defined in section 5.8 of the Assembly spec. The structural URI of a component is relative to the domain., so an absolute URI could be formed by concatenating the domain URI and the structural URI. However, there is no standard way to define a domain URI and it is unclear if including the domain URI adds any additional value. Proposal: replace "absolute" with "structural" in JCA80008 and the description of getURI().
