Test Suite status Update

In [1] I outlined a set of changes that were needed in the testing
materials for this TC.  The following is the disposition of each numbered
item:

2 - done
3 - done
4 - nothing to do
5 - done

7 - done
8 - opened issue to resolve problem in TA document
9 - included in issue for #8
10 - 4027 was re-written to provide a test for POL-TA-40039
11 - done
12 - opened issue to resolve problem in TA document
13 - nothing to do
14 - opened issue to resolve problem in TA document
