Submission of Orchard-Maler Assertions 01

Eve and I submit a proposal for SAML assertions.  This is a collaborative
effort between the two of us, and supercedes the Orchard Assertions
proposal.

We'd like this to be included in the SAML document for the F2F.  It's clear
that the assertions structure will be one of the largest topics for the F2F,
it's been discussed for a couple of weeks on the Focus group meetings, and
is appropriate to be in the material for the TC to discuss.
