call for volunteer for SSTC webmaster

As mentioned on the 18-Sep SSTC/Focus concall, I need to pass on some of my
SSTC
duties due to bandwidth considerations. 

So we're calling for a volunteer to take on the SSTC webmaster role (website &
repository maintenance duties). It probably averages out to an hour or two a
week in terms of time, but can be bursty. 

Please drop Joe & I a note if you're able to take this on.
