[security-services] regrets wrt SSTC Telecon + my vote

Unfortunately, I will be missing tomorrow's SSTC telecon. 

I'm requesting that Charles Knouse be allowed to cast a proxy vote for me
tomrorrow on the "mandatory to implement" bindings question (HTTP vs
SOAP/HTTP). Charles is an SSTC voting member in good standing. 

I trust this will be ok with everyone.
