[security-services] Docs are published, schemas still to go

The five specs are linked from the SAML page:

   http://www.oasis-open.org/committees/security/

I can put the schemas up as soon as we have them.  Jeff had trouble 
distilling the Core doc, so right now the link is just to the Word 
version.  If someone can help us successfully distill this, that would 
be great.

Note that now the documents are published, all editorial changes need to 
go through a real editorial process, with corresponding version number 
changes.  Let's hope no one finds anything egregious over the weekend!
