[security-services] Draft of Ctte Spec for glossary

I have attached the glossary in proposed Committee Spec form.  It uses 
the agreed-upon "contributor/acknowledgment" structure, and has a 
filename organization that Jeff, Joe, and I agreed on late last week. 
The file can change to simply "...-00" instead of "...-00b" if we 
approve it as is tomorrow.

Please note that I cleaned up the contributor list a bit from the 
previous version.  I did this by going into the archives and trying to 
pick out the names of people who submitted significant comments on, or 
definitions to, the glossary.  If you think your name should be listed 
as a contributor, I'm happy to add it; just LET ME KNOW as soon as you can.

I'm hoping that all the other spec editors are busy doing the same, and 
will contact me if they have any problems.
