[security-services] Draft updated charter

Per AI-10, here is a draft of a new SAML TC charter.  I got comments 
from Jeff Hodges and Rob Philpott, and we think it's now ready for a 
wider audience.  All the details that need filling in/discussion have 
[comments] near them.
