[security-services] datestamp for finalized SAML v1 specs

I suggest we datestamp the finalized SAML v1 specs as "5 November 2002" as
that's the date they were annointed OASIS Standard maturity-level, and there's
other efforts that need to ref them _before_ their final editing pass will be
accomplished (and their canonical location is created (the latter is still
being figgered out by OASIS admin)).
