[security-services] OASIS Standard documents are in place

The OASIS Standard versions of the SAML 1.0 documents are now available 
in PDF, Word, XSD, and zip form from the SSTC website:

     * Conformance Program Specification
       (oasis-sstc-saml-conform-1.0)

     * Glossary
       (oasis-sstc-saml-glossary-1.0)

These documents can now be cited by means of their unique identifiers, 
as indicated in parentheses above.
