wrt: Liberty v1.1 dependence on RespondWith?

I've searched the Lib v1.1 spec set, and there are no references to
RespondWith. 

There is this note in the revision log of Liberty Bindings and Profiles
Specification v1.1....

   CR1148: Remove use of element samlp:RespondWith. Section 3.1.2.1.2.
