Once again I did not say that the TC can have its own IPR policy, the TC
must meet the OASIS IPR Policy. Under OASIS.IPR.3.2. OASIS Specifications
section how one meets these terms can and will very, thus some TC are
better positioned than others in terms of declared IPR, each will meet
OASIS rules.
