In fact, I am mid-proposal revision that relies on the structure of 
this name identifier proposal.  I should have a draft out by the 
beginning of next week (before the TC call).

Also, I'm incorporating  a section that addresses where/how 
AttributeDesignator, Attribute, etc are used in the current 
specification in addition to outlining the actual proposed changes.
