New organization of SSTC document folders

As agreed at the F2F in Burlington, I have slightly reorganized the 
document repository folders.  The use case/solution proposals, the 
issues list, and the scope/work items document are all now in a folder 
called "V2.0 Auxiliary Documents", and the actual specs and schemas are 
in a folder called "V2.0 Working Specifications".  The two of them 
replace the old folder called "V2.0 Working Documents".

The good news is that Unfortunately, public access to the repository 
does not expose these folders.  However, those with an OASIS login can 
use them as a search/filtering criterion here:
