As Irving pointed out, in draft-sstc-AssertIssuer-02.pdf mistakenly reversed
references on lines 187 and 199.  Ultimately,  this document was published
as 'reference material' given the background and context it provides for the
changes made directly to the <Issuer> in core.  The reversed references were
corrected in the text added to core.

For completeness, I've made that correction to the document and am uploading
draft-sstc-AssertIssuer-03.pdf momentarily.
