Encryption Usecases and Proposed Text

Sorry to have been so slow about doing this.

Here is the proposed text except for the schema and Examples. I am hoping Scott can help out with the Schema here. He already proposed the form for NameIdentifier and Attribute is similar.

I will work up the examples in the next few days.
