Ah, you were talking about NameIdentifiers, not Attribute names.  "Never
mind".

And the answer to the question I raised in that response is that the text
proposing the urn:oid:<attr-oid> convention for X.500 attribute type names
is in sstc-hughes-mishra-baseline-attributes-00.sxw .
