DEFLATE encoding as MTI?

Section 3.4.4.1 of the Bindings document describes the DEFLATE encoding for
SAML messages. From the text, it isn't clear that conformant implementations
of the HTTP redirect binding must implement this encoding (that is the
intention, right??).

I would propose adding the following sentence to the conformance document:

Any operational mode implementing the HTTP Redirect Binding MUST implement
the DEFLATE encoding.
