Assertion*Ref nits in core cd-01c

Sections 2.3.1 and 2.3.2 discuss AssertionIDRef and AssertionURIRef
elements respectively.

In section 2.3.2 at line 504 there is a reference to a binding for a
AssertionURIRef in SAMLbind yet the binding in SAMLbind describes how
to use samlp to resolve an AssertionIDRef. This should be clarified


Also the language for AssertionURIRef is somewhat vague. I suggest
mentioning the scheme of the URI and perhaps a reference to the
appropriate W3C/IETF specs.
