This draft is in response to comments from Thomas Wisniewski, Tom Scavo,

In summary:

 - A "basic" mode of operation has been added
 - Encryption and Signatures are optional in basic mode
 - Subject confirmation text has been removed in this draft, per
discussions on the SSTC mailing list
 - Several minor editorial/grammatical corrections have been applied
