FYI, there is a new template coming from OASIS for white papers, but 
I didn't want to wait to get hold of that before finally publishing 
this.  I've given the file a "2col" form designation so that we can 
easily publish a differently formatted form later on with the same 
content.  If you see any problems with the document, please let me 
know; I can correct items and re-upload before linking to it from 
the home page.
