When it says "endpoints that support the Artifact binding", it meant the
endpoints that return messages via that binding as well as the endpoints
that receive them.

Obviously, for interop, it's probably enough to force the receiver to handle
both, but the point was that if people have a reason for preferring one to
the other, it'd be nice to support that.
