AI #0258 CD format for Third-Party Request and Metadata docs: closed

I believe I have finished all the necessary edits to turn the SAML 
Protocol Extensions for Third-Party Requests and SAML Metadata 
Extension for Query Requesters specs into CDs.  (As far as I could 
see, the schema files needed no changes.)  This completes AI #0258. 
  If anyone notices problems, please let me know.
