The numbers are stable, it'll be ITU-T Rec. X.1141 for SAML and ITU-T 
Rec. X.1142 for XACML.

The Recommendations are not yet approved because (mainly editorial) 
comments have been submitted during the Last Call and a reviewing 
committee has been created to deal with them. The committee was supposed 
to complete its review yesterday (July 18). The conclusion shall be 
shortly available. In the worst case, a 3-week Additional Review will be 
needed.
