If you look at this diff closely, you'll see that it jumps abruptly
from section 2.1 to section 3.1, which totally throws off the
numbering subsequently. Moreover, the diff is against the wrong
document, I believe. Shouldn't the diff be against draft-10? I've
read over draft-11 carefully, and it seems the text is derived from
draft-10 (as it should) so shouldn't the diff be against draft-10
(instead of cd-02)?
