wrt XHTML spec format issues

Here's what I uttered as a pragmatic suggestion, wrt XHTML spec format issues, 
during the 22-May SSTC concall..

   If the spec in question is being produced directly in XHTML format, i.e.
   that is the "source format", then <foo> requirements apply. Otherwise, for
   specs whose source format is not XHTML, then simply producing HTML output
   from the source format is sufficient <insert modulo egregiously horrible HTML
   file content requirements here, if deemed necessary>.
