SAML blogs

I've created two new pages on SAML XML.org to deal with blogs.

Blogging Guidelines (http://saml.xml.org/blogging-guidelines) provides
information for anyone interested in creating a blog on the SAML XML.org site.

External blogs (http://saml.xml.org/external-blogs) provides a list of
SAML-related blogs on other sites. If you already maintain a blog on another
site, and you frequently blog about SAML, please consider adding a link from
this page.
