SAML V2.0 Holder-of-Key Assertion Profile (draft-03)

I've uploaded draft-03 of the SAML V2.0 Holder-of-Key Assertion Profile:

A diff is included but briefly the issues addressed in this draft include:

1) removed the requirement that the X.509 certificate be presented in-band
2) removed the proof of possession requirement
3) simplified the conformance requirements
