SAML2MetadataAttr

Forgot to ask on the call...I suppose barring comment, I'm willing to look
at moving this draft-02
(http://wiki.oasis-open.org/security/SAML2MetadataAttr) to CD and perhaps
start a review along with my Attribute Extensions CD.

IIRC, Brian had some comments/concerns about the Assertion vs. Attribute
question, allowing both, etc. Is there follow-up on this?
