Draft subject-management proposal for today's call

All,

Please find attached a modified version of the NSN proposal for  
today's call.

This draft adds subject add/modify as well as full attribute modify to  
the functionality in NSN's proposal.

I have also placed the changes in a new namespace per suggestions on  
the list regarding the NSN proposal.
