Enclosed attachment is a new update of Attribute Management Protocol,
update version 2.  This version is based on Scott Cantor comments. 
However, this version does not include Oracle input on March 9.  NSN and
Oracle plan to work offline to merge the proposals.

Meanwhile, please review this version based on the orginal NSN concept of
attribute management.
