Groups - draft-sstc-saml-metadata-algsupport-01.pdf uploaded

This is a proposal for a metadata profile to clarify use of
md:EncryptionMethod and add extensions for signing/digest support. The
primary motivation is increasing concern about how to gracefully migrate
deployments off of SHA-1.
