Process for new work items

New work products have to be registered using a web form, and then
authored using the Open Office template provided by TC-Admin.

Abbreviation: Also up to author, e.g. saml-prot-ext-attr-req

Format: Open Office, for the moment anyway

Namespace: up to author within some constraints,
e.g. urn:oasis:names:tc:SAML:protocol:ext:attr-req
