Here are some pointers to the WS-Security SAML Token Profile and the ID-WSF work that Hal and Scott referred to as being useful source materials for embedding SAML assertions in other protocols during today's TC call.

These profiles probably accommodate a lot more than you are trying to accomplish.  I can't really pull out sections for you like I offered without knowing your use cases in detail.
