FastFed SAML response

Hi all,

Please feel free to edit/comment/etc. Do we want to frame this as a "quick and dirty" response or something polished? I would recommend the former, since neither Scott nor I have a ton of time to devote to this. I could also send a note to Mike Jones and see what he thinks the best way to provide feedback would be. Please let me know what you think.
