Issues related to Section 3

The nature of 
section 3 is such that it really reflects what is defined in section 2.  As 
such, there are no "issues" with section 3, but I will likely need to update 
after we make the section 2 updates.  What I recommend is that when we 
agree on the dispositions of the section 2 comments, I then take a couple days 
to fill in section 3 to be consistent with section 2.
