Editors:

I have incorporated Peter's latest proofreading comments into something
I am provisionally calling 08B.  On Monday, I will close the
proofreading phase, and rev the specification to 09.  09 will be the
specification that the TC will be invited to lodge issues against.

This means...we can sneak some changes in between 08 and 09 before
Monday if required.
