Title: JTC1-SC32 proposal on metadata

Attached is the "National Body Contribution" to JTC1/SC 32 regarding the metadata project.  I am slated to attend the JTC1/SC32 plenary meeting at the end of January and will likely have a chance to present a project status and receive further informal feedback from key stakeholders.
