Requirement: Trigger as regular script operation

Requirement Name: Trigger as regular script 
operation.

Requirement Description: Trigger feature should be made 
available inside Monitor scripts.

Requirement Rationale: Currently, triggers are used only 
to start Test Cases, i.e. to start “monitor instance”.  If they can be set and used inside a 
Monitor without necessarily starting other monitors, then this brings more 
synchronization capability to the monitor: can “sleep” until a date, for a 
duration, or until an event occurs in event board. Should subsume the “Sleep” 
operator. The operator “actr” (activate trigger)  would be extended to such trigger 
definitions if we don’t want to have them inline to the Monitor (e.g. allow to reuse 
them).
