Groups - PPv1.08 (OASIS_XML_Position_Paper_for_Tax_Administrators_v1-08.doc) uploaded

Comments received from Arndt Liesen and Sylvia Webb have been incorporated
into this document.  At the telecon we got to page 20 (about half way) and
I think we need another call to continue progress at the speed we need. 
Please post suggestions for a time.
