correction: OASIS ballot

OASIS members:

On 2 October I sent out a call for votes on the DocBook technical
committee's proposed OASIS standard, and stated that the voting period runs
from 1 October to 31 October.

I made a mistake in this schedule. According to the TC process, as defined
in the OASIS bylaws, after a TC submits a proposed standard to the OASIS
membership the membership must have a calender quarter to evaluate the
proposal before the 30-day voting period begins. As such, the evaluation
period must run from the first of October, when I sent out the proposed
standard, until the end of December. Voting on the proposal will take place
during the month of January; I will send out another call for votes at that
time.

My apologies for the mixup and any inconvenience this may cause.
