changes to OASIS TC Process

At the meeting of the OASIS Board of Directors last week the Board
approved changes to the OASIS Technical Committee Process.

The TC Process was created and recommended to the Board a year ago by
the Process Advisory Committee (PAC) chaired by Jon Bosak, and approved
by the Board in July 2000. After nearly a year of using the Process a
number of bugs had been identified, and the PAC addressed these bugs and
recommended changes which were approved last week by the Board.

In summary, changes were made to the following sections:

1. Section 1(d): Clarify that a person must be eligible for TC
participation at the time they inform the TC chair of intent to
participate.

2. Section 1(f)(i): Fix a bug in the attendence rules required for a
person to maintain membership in a TC.

3. Section 1(e): Allow a 15 day grace period for a TC member to retain
membership after changing employment.

4. Section 1(k): Require that a TC have at least three members to
continue.

5. Section 1(b): Clarify that Discussion lists are publicly
subscribable.

6. Section 2: Require that TC members be provided with the OASIS IPR
policy before Committee Specs can be submitted to OASIS membership.

7. Section 1(i): Clarify that TC mail lists should be subscribed to by
TC members and available to others by resolution of the TC, and that
comment lists are publicly subscribable.
