[tc-announce] revision of XRI TC charter

OASIS members:

At a recent meeting of the Extensible Resource Identifier (XRI) TC the 
TC approved a clarified charter, as minuted at
http://lists.oasis-open.org/archives/xri/200302/msg00017.html

This change is being announced to members as required by the OASIS TC 
Process.
