[tc-announce] revision of e-Gov TC charter

OASIS members:

At the e-Gov TC's first meeting on December 13, the TC approved 
clarifications to the TC charter, as minuted at
http://lists.oasis-open.org/archives/egov/200212/msg00006.html

The clarified charter is published on the TC's web page.

This change is being announced to members as required by the OASIS TC
Process.
