revision of AVDL TC charter

OASIS members:

At the first meeting of the Application Vulnerability Description
Language (AVDL) TC, the TC approved the clarification of their charter.

This change is being announced to members as required by the OASIS
TC Process.

The TC's current charter, with a link to the meeting minutes recording
the decision to clarify the charter, is on the TC's web page at
