[tm-pubsubj] New TC prospective member : Scott Tsao - Boeing Company

I have the great pleasure to announce that Scott Tsao has made a request to
participate in the TC.
Following TC guidelines, he is now a prospective member for a 60 days period.

Many of you know Scott, but for those who don't, find below a short
self-introduction:

Scott Tsao

Scott is an Information Systems Architect of The Boeing Company.  He
facilitates Boeing-wide adoption of XML-based standards and technologies and
is the originator of an XML community of practice at Boeing.  Scott also
teaches XML at the University of Washington and serves as an XML education
and training consultant at Boeing.
