I've tidied up the section assignments for the v04 draft, as discussed on this week's TC call.

All: if you are not assigned to a section, please review the content and comment/feedback. 

I'll take the updated docs and consolidate - please try to get material to me by July 20.

My aim is to review the consolidated draft on the July 23 TC call.
