I'm assuming the UBL TC does not have an objection to your 
using part of UBL's namespace value as yours:

urn:tieke:names:specification:ubl:schema:xsd:Greeting-1.0

Still, I got:
XSD Schema file ../xsdrt/maindoc/TIEKE-Greeting-1.0.xsd not found error.
