That looks like an error in the UBL 2.0 documentation that can be 
repaired in the UBL 2.1 documentation.

Are you citing the third row of table 1 in:

   http://docs.oasis-open.org/ubl/os-UBL-2.0/UBL-2.0.html#PARTYROLES

Given that the description reads "the party to whom goods should be 
delivered", I'm surprised the reference to "supplier party" was 
overlooked in everyone's editing.
