[ubl-lcsc] Welcome and 'heads up'

once again, many thanks to those who contributed so professionally last 
week.

as promised, i have drafted a provisional work plan and would like your 
comments before making this official.

please review the attached document and respond (via this list is 
 preferable).

i will try and arrange a teleconference call for next week (probably 
tuesday 13th at 9am Pacific time) at which we can sign off this plan.
